This is a wiki describing an idea for a new treaty which will found the European Federation to succeed the European Union.
Full Member vs. Associate Member
This treaty will have two types of members:
- Full Members, these nations will be a part of the federation and take part in all aspects of it, internal market, monetary, defense, etc.
- Associate Members, these nations only take part in the internal market and only have to adopt the legislation that applies to it.

The regions, the nations and the federation
In this treaty all full members introduce a new layer of government for Europe: e-regions. Each full member divides their land into these e-regions. E-regions will ideally have a population between 5 and 10 million. Each region will have a house of representatives, in which there is a representative for every 100,000 people.

These are the member states. They will commit to changing their constitution to introduce a senate where the senators are chosen by the house of representatives of the e-regions that fall in the territory of the nation. There are two exceptions:
- Some nations are exactly one e-region, in this case there is no need for a new senate on national level or a house of representatives on regional level.
- Others share an e-region, in this case the regional house of representatives will chose someone to represent them at the national level.
The European Commission will act more like a European government and will have exclusivity of the executive power. The president of the commission will be free to hire the commissioners he/she wants(with approval of the parliament) and there will no longer be a requirement to have one commissioner per member state.
This federation will have a directly elected president. This president is responsible for forming and leading the European Commission. He will be elected at the same time a new parliament is elected(Every 5 years).
The parliament will be given the right of initiative. The parliament will also be able to hold votes of no confidence, this will enable them to vote a commissioner out of office. In the elections of the European parliament degressive proportionality will no longer be used to determine an amount of parliamentarians per member state. Instead there will be pan-European voting lists for the elections.
The new federation will build its own armed forces to defend its territory. These armed forces will exist next to the nation's which they might want to keep. Simultaneously a program to bring the nation's armed forces closer together will be started. For example, nations will be encouraged to replace a certain piece of equipment with those that are being used by the federation armed forces.
This new federation will get a federal tax collecting agency. Each layer of government(Regional, National, Federal) will make their own budgets, in which they will work out how to raise the money necessary to fund their legislation.
Federations usually fall into one of two categories. They are either dual or cooperative. A dual federation makes a clear divide between what the federal government does and what the state governments do. Cooperative Federations create legislature on the federal level which has to be implemented by the state governments. Currently in the European Union most competences are shared, some are exclusive and other competences the EU can only support in.
